Past disasters and emergencies have demonstrated the vulnerability of road and subway transportation networks. Maritime access is underutilized despite the capacity to reach more than 15 million people in the NY area. Hunts Point is poised to be a base of operations for the distribution of goods, personnel, and equipment as part of an emergency supply chain for the east coast, built on existing regional and federal marine-based initiatives. A pier employed for emergencies can also support regular maritime commerce, increasing resilience, reducing carbon emissions, and stimulating growth.
